Whats the deal with Xin?

People don't seem to like xin.

If you look up the animated series for LoL lalala Demacia from China, they say this about Xin:
"Why is Xin so Scary? Because 90% of Xin players are noobs"

Xin is very counterable as his hard cc relies on landing 3 hits. When he jumps in most team will cc him instantly and proceed to kite him.

Xin is very very powerful on CC heavy teams that can jump in relatively quickly. For example, when paired with Maokai or WW he has many more opportunities to jump and hump. Problems occur for him when he is a teams main initiator.

Irelia, Wukong and Jarvan are generally seen as more reliable, less counterable picks who do approximately the same thing.

The irony is 1v1 xin can take Irelia and Jarvan as well as Wukong if he his decoy is down for 6 seconds. The problem comes when its 2v2, 3v3. That being said. There is a build that works well for his kit involving Mercrury Treads, Kitsune and Black Cleaver with a Vampiric Scepter.
