You're right Heimer is definitely a character that doesn't belong in the game. Why? He's completely unfair to players who don't understand how to counter him. He's a serious powerhouse against these incompetent newbies, because he requires so little effort, just drop your turrets and upgrade it, sometimes shoot a grenade or rocket.
And he's underpowered as hell against mid-range and higher ELO players. Honestly once you're even average at the game he's a mega fail, your team is basically playing man-down by having him. He requires your entire team to defend his turrets; sorry but we already have turrets that have to be defended, they take priority. Turtle up one lane and another will just be pushed and destroyed.
He falls so fast to AoE, cannot sustain harassment from ranged heroes, requires a lot of mana early game to spam turrets and farm to remain viable and thus can't afford putting as much gold into health regen, furthering the ease with which he is harassed. His answer to harassment from ranged heroes is the slowest skillshot in the game, or low damage rockets with a long cooldown, and sometimes healing/upgrading his turrets so they can survive another 3 ashe autoattacks before dying.
He has more hard counters than any other hero, he's exceedingly frail and his turrets' HP doesn't scale with AP, neither does his ultimate, which is laughably his least powerful skill late game; hurray for ultimates.
But yes, for people who fail to realize his turrets have no AI and do more damage per shot than they can survive, he's a ***** to approach, because you likely have a team consisting of yi, jax, and a bunch of other stereotypical one-click squishy meleers, and absolutely no team coordination.
So yeah please remake this character so he isn't such a scrub stomper and is viable against opponents with a pulse who realize they aren't chained to a single lane until level 11 (unless they are in fact playing heimerdinger, then they are; another inherent flaw)
