One of the summoners appears as level 0 to me. Not my game. I was invited after this summoner. Screenshot attached

Even so, if that summoner is your friend you can talk to him and invite him in games, so it doesn't really affect you or him.

It is a bug since the beginning of the beta. You will soon realize that alse the state (in game, online etc) is not soon correctly all the time neither.
