So yeah, just noticed that in game. My first note?

I take it no one here has ever used it, though it could be an interesting feature.

It saves a note to your mynotes.txt file somewhere in your LoL folder.

Also, I have no idea how to access it other than searching through your directory. I don't think it's able to show in game. needs more confirmation as i have no idea what to do.
