I would like to refund my legendary skin "brolaf" because i am unable to play him as much as i would like. I already used up my 1 time refund for something else earlier last year i would appreciate it if this happens.

You should look around the support section for anything like this. You should be able to create what's called a ticket. A riot employee will look at that and will probably refund you, it's happened alot in the past. You can also do this if you're, say, 7 RP away from a skin on sale that you really want. If you do that, make sure you make a quick sketch of your favorite LoL champion with your smiley face on it.
