There's no assumption of dishonesty. The restriction is based around Quebec law. I'd be more than willing to speak to a legal expert in Quebec on the subject.

Is there any specific reason why Quebec residents are not eligible to enter? Did we not send Riot chocolate on Valentine's Day?! WHO DIDN'T SEND THEM CHOCOLATE?!?!?

... Would still like to know the specifics.
