Did you use driver sweeper, or manually delete registries etc? (manually deleting registries is scary stuff - I have personally ****ed a lot of **** up doing that :P )
I read from similar problems with other applications/games with similar freezes that reformatting windows does not help. The issue continues. So it was never an option for me. A more in depth guess that it could be a conflict with windows and driver or third party graphics junk.
If your BSODing I would lean more to this being a driver or hardware issue, not the game (although maybe a component of the game is stressing the issue)- if it was just the game then the game would close, or crash leaving your system still running (I would guess).
What are your bosd messages? (right click my computer, advanced, startup and recovery settings, uncheck automatic restart under system failure) I can't help you with the mini dumps, but perhaps wrenchmen can
