Because you haven't been playing that long.

Deathfire grasp was broken and they had to take it out. You were able to stack them and you had champs like Teemo getting three or four of them and butchering whole teams. It happened a couple of patches ago and they've still not fixed and reimplemented it.

are they going to re-implement it? the fix wasnt too hard, and so is changing the numbers a little

Unless you can work the code yourself. you, nor anyone else should ever say "the fix isnt hard"
