Any change that is a buff or a nerf is not intended, the sole intention of this changes is to improve gameplay. If any change is considered a buff then could be compensated with a nerf in other area and vice versa.

Feral Scream has a delay on activation (not corresponding to animation), but tooltip doesn't indicate it. Either remove the delay or add the tooltip. The same happens with Feast.

Range should be higher based on the size of his weapon. (I just can't understand how a sword guy can have the same range than say singed, or amumu... Either give champions with weapons more range, or decrease singed, mumu, lee sin, etc range.) (This is more a visual matter, and no intent to be a buff, if it is consider that way he could be nerfed in other areas to compensate.)

Decisive Strike animation should be way faster, it feels clumsy and sluggish
Demacian Justice should have a scaling ratio or something that allows it to be as effective as early game so garen doesn't fall off so hard late game.

H-28G Evolution Turret should allow 3 turrets at max rank. (This is kinda a great buff, if you think its not deserved another abilities can be nerfed to compensate. I think it should have 3 not for the buff itself, but rather because it adds more strategy and tactic to heimers gameplay)
CH-1 Concussion Grenade should have a higher missile speed (travel faster) and perhaps have a delay on explotion (as actual grenades)
Jarvan IV
Dragon Strike feels slow too. Need to fix this to feel more fast or be faster. Better response. I don't know how to explain it, but it feels ankward.

If you ask me, I'd made Nunu (the rider) to shot blowgun dards or something like that automatically to enemy champions (similar to Pix from Lulu) based off AP or give him a consume option for champions too.

Undertow missile speed increase
Reckless Swing make it scale a bit. Perhaps with a health ratio as he already has. Or an AP ratio to open up a AP Olaf build. (lol)

Increase the overall movement of the sphere.

Grand Skyfall should be more reliable. Perhaps nerf its damage and/or range but make it easier to land. I would add an areal enemy knockup to his landing to make it more glorious.

Note that when you press W he won't stand still and then do what you ordered by alt+click, he will continue doing what you ordered to real wukong prior to pressing W so no one will tell that that is the clone.

Arcane Barrage time between casts reduced.

Double tap R and E to cast on yourself. Do this on all allowable self cast abilities. Tap should be fast.
