He speaks of making a rune which will passively give experience, so that roaming could be more viable.. Or at least that is my guess...

Could work. I don't know about destroying the meta as each meta can win no matter what you throw at them (double bruiser beats ad/support but ad/support can still carry through if double bruiser fails to get kills). But it is too rune dependent and still requires Riot to implement a exp/over time rune. If you just put it on any champion in any lane, it would give them a huge advantage anyways, so I doubt it would be implemented. I'd rather get a Zilean mid and go 21 utility on alistar with the exp boosts and try it.
