Ive been trying the past few days to buy RP as well and still cant. Ive tried with 2 different cards and everything.

If you still can't make a purchase, go ahead and send in a ticket to Riot Support http://support.leagueoflegends.com/a...s_requests/new and they should be able to get you going.
