It's pretty fun for me even though technically he'd be more useful top. A little like Orianna bot. I do a similar build, but with a Chalice instead of the ring (better mana regen and you don't need the AP). Also consider a Sanguine Blade lategame if you want sustain outside of Q/passive.

You say to max Q last because the stun doesn't increase in length, but this doesn't make sense. The base damage increase is higher on fireball, and believe it or not, 8 >6 CD is better than 12 > 8 CD.

The only reason you'd max E over Q is on SR when you want more AoE damage and pushing power and don't care about stunning people often. It's the opposite on Dominion, more stuns = better, and unless you take him bot (which you say not to do), you don't need the pushing power.
