Nope, but there are a ton of great champs in the 425-1350 IP price range. At early levels these can be achieved in less than a day.

Rule of thumb being, if you have money for RP though, save it for skins or 6300 IP champs, Everything else is quickly achievable with just IP.

its not letting me get tristana says i'm not a fan and yet i
m liked to it, is like and fan the same thing?

I had the same problem when I got LoL in December. Just take a screenshot of the error, and submit a ticket to support with the screen shot attached. (There's a SUPPORT button top right hand corner of this page..right under where it says Player Support, there's a tab that says "Submit a request.")
