Yes, they do do this often, but it is NOT the way you can get the best burst damage. Ive been doing this for a while and it works really well to burst someone really hard (this works even better going pure ad, not as) First, you activate your ult for bonus AD and resist, then jump to them for closing the distance and doing some damage. Once you jump on them hit them with a normal auto attack once, then activate empower right after you attack, this will give you 2 attack and the 2nd one will be empowered, now that you've used all your ability's that will do some good burst damage activate counter strike while waiting for ability's to come off cd, wait as long as you can to stun unless they can get away from you (flash, more speed, etc) so that your ability's will come off as much cd as possible, then stun them and do the same thing as said earlier to your best effect (maybe no leap or ult) This does so much burst, and its almost impossible to run because you arnt just auto attacking.
Your're wasting 2-3s of your ult doing this, and that's bad. The correct order is E, then Q, R, autoattack, W, autoattack, then go from there. Usually, you can nail 4 autoattacks before they can even respond that way and you maximize your R uptime. From there you have the option of using your item actives and/or Ghost/Flash if necessary (usually not needed due to the low cd on Q). Sometimes its best to not use E at all until you've already engaged a target, since E does damage based upon how many attacks you've successfully deflected. In that scenario you would Q, autoattack, R+W, autoattack, then E to setup a more sustained combo vesus a tank or tanky dps opponent. Rushing that E and R is wasted versus an opponent you cannot 5 shot.
Edit: I meant to mention that Jax's ult no longer grants damage at all, only armor and MR. So you do not want to activate it until you anticipate you're about to take damage. That means if you're leading with a E--Q, then you're going to want to wait to use R until after your stun ends, otherwise you're simply throwing your cooldown away for nothing.
