Why in the world would you get a Tiamat on Talon?

An item that has a casting time when the enemy is silenced for only one second and you have only three seconds of your damage amp? Why? It gives you not as much damage as other items you should be building as Talon. As Talon it is important to maximize damage since you have a useless passive.
