Zilean I would like to think. I don't know what happened, but he's just hit the downslope in terms of playability.

That and they took away his True Damage. (3... 2... 1... counter used to be dealt as true damage to enemies)

I would retract my previous guess and say this. I mean overall he might stay afloat, but he's still been in a rut almost as long as, if not longer than Eve and Co.
