it's smart marketing to give people a chance to buy skins at 0 cost once or twice a year. it gives people a chance to buy a skin or champ, might get them hooked into buying more @ cost or sale.

Maybe they could just give away Annie to everyone along with a new skin: she's dressed in red and white and tibbers has reindeer antlers or is in a santa outfit. At 450 ip anyone can get her real quick so it isn't a huge loss there, and most people would consider a one time skin to be a good present.
