Neon is an area that many may view as childish or cheesy. But when used well and designed thoughtfully, it can be a mind blowing creation. I am not here pretending to be a master in graphical design, a master artist. But i do have some artistic skills, as well as a basic knowledge in graphical design.

NOTE: Both the SKIN and the THEME, if implemented, would have a dark cloud surrounding Irelia, similar to that of Morgana

First let me show you the base idea of the Irelia SKIN

Now for my personal favorite, the Neon Irelia Theme!
changing with each level in her Ult, Irelia has 3 stages

The first is a very simple, wire fram of Irelia and her blades
