one thing i dont understand is how every new skin now looks like a full blown legendary skin...

so are all true upcoming legendary skins now gonna look like pfe?

Pulsefire Ezreal was a special thing. Legendaries will not look like him, nor will they cost like him. If you notice, he's basically 4 skins in one character.

I'm sure Legendaries will continue to be made, but they'll look more like the new Galio legendary rather than Pulsefire Ezreal.
