I've had this problem with certain programs running in the background. Not reliably though. I've had issues with photoshop and possibly youtube running. I usually turn all that shiz off and it clears it up usually.

Edit:
I usually don't use usually that much...usually.

Happened to me just now trying to play a Dominion game. :/ Usually 80-140 fps, now I'm capping at 42 fps..

PC is 100 % fine with everything else. Just League and it's 5 FPS glitch
