Both Aegis and GA are specifically limited on defense because they include both.
Frankly, the only two defensive stats that are not "too much" in high amounts on the same item are Armor and Health because physical damage is significantly more common and carries are much harder to "soak" than other champions.
MR+Health and Armor+Magic Resistance items must be more limited in size and strength because:
- Very strong general purpose defensive items allow champions using high-damage builds to survive too well in fights with only one slot invested in defense.
- Magic damage is usually burst-oriented, and physical damage always comes in greater quantities than magic damage......In other words: Very strong magic resistance+health items shut down mages too efficiently (even the current Banshee's Veil is technically pushing it).
GA costs significantly more than its actual stats. The defensive stats from the item are worth roughly 1600. All of the excess cost is for the passive. GA only provides very moderate defenses against either damage type, so the overall durability boost is low enough that the item does not cause problems.
Aegis of the Legion is worth its cost, but the defenses are spread and relatively very light against any one source of damage. Even in the case that two players take Aegis of the Legion, it is not expected to provide enough stats to be problematic.

I think Sunfire Cape should give a little more through an upgrade. Using a Negatron Cloak, Magic Mantle, or Two Magic Mantles...give total M.Resist plus like 5-10, extra 50-100 HP, and extra 10 Armor. Combined cost could be around 500? And call it Sunfire Cloak or Sunfire Robe.

Players love Sunfire Cape, but the item was problematic in even just the two-stack scenario; therefore, there can only be one Sunfire Cape in the game at any one time. Not only would an "upgrade" to sunfire cape be too strong, but the mere existence of two Sunfire Cape items that can be taken on the same champion in this game would be broken.
