First of all, thank you for speaking English. I don't know if Riot employees on this server speak your language, but for all the pages everyone has posted, I don't see any employee responding. Please let the others know if they're needing help, to post in English if they are able.
As for your issue, others have asked also about transfers, though the posts I see are usually about the European servers. The answers I recall them getting is that you can't transfer accounts across servers. You need to make a new one. That means if you have a lvl 30 account on NA, Riot wont transfer it to BR, you need to make a new one, starting over at lvl 1.
IF you mean how to change servers on the client, it asks you to choose your region on the login screen itself where you put your password in. Good luck.
