True. That does, however, not negate the fact that by the time the Institute is done postponing, a vast majority of the military forces if not all of them will have little to no actual combat experience. It also does not negate the fact that a lack of military engagements has a negative impact on the military's ability to fulfill the culturally central role it has in Noxus to the same point as it otherwise would due to the lack of emergence of new war heroes. Additionally, it is a point of significant potential for concern that the lack of real combat experience makes it a lot more difficult for the younger generation of sons and daugthers of Noxus to face the necessary amount of adversity to temper potential into provess and give rise to new Champions to fight for Noxian glory.

Well, most of the basic Noxian military are people who served their six years and now live a normal life with ''acceptable'' combat knowledge.
The others that chose the military as their profession now serve as guards and lover rank law enforcement.
As far as combat experience goes, it is crucial for attacking an enemy.
Having high morale and patriotism is crucial to defend our state.
You can look at the invasion of Ionia as a demonstration. Low to no combat experience, yet they managed to fight off the Noxian invasion long enough to contact the League.
If they had not fought as hard as they did we would have managed to force them into capitulation.
But enough of history lessons, and ''what would be if it were''.
Although, you do have a point. What could help us increase combat experience?
Maybe looking at copying the League to incorporate it into military training is a step in the right direction.
Options and tests is all we have, for now.

I believe you may well have struck gold, as it were, with the concept of copying the League if it is a concept that is practically implementable. The specific mode of battle might be better to adapt to a more open warfare paradigm instead of the more rigid arena-like nature of the League. If you permit, I shall make what inquiries I can into the implementability or lack thereof of the idea.

I really doubt that the League would support a system like this. But, they are not needed. We have our own summoners. You do what you believe is optimal. You have my permit.
But do try to keep it behind closed doors, especially from the League.
