Passive: Demonic Contract

Devin's spells cost health equal to 1/8th their mana cost, but return health equal to 1/8th their damage.
Devin's autoattacks cost health equal to 1/8th their damage, but do 1/16th of their damage as true damage.

Q: Ssssmokin

Devin shoots a line of fire from his cigar, damaging enemies hit and leaving them covered in Cinders. If Devin attacks an enemy covered in Cinders, they are blinded for one second.

W: Hat Trick

Devin throws his stylish hat to a targeted location, where it will remain spinning until recalled with W. Devin's hat does not give vision of the area, but will constantly damage enemies standing near it, cannot be targeted, and is immune to damage.

E: Like A Bat...

Devin turns into a bat, increasing his movement speed by 300% and allowing him to fly over terrain, but rendering him unable to use any spells or attacks. Lasts three seconds or until canceled.

R: ...Outta Hell

Devin mounts his motorcycle and dons sunglasses while running away from a mob the souls of those he screwed over. Moving applies Cinders to nearby enemies. He gains 30% increased move speed, his hat is constantly spinning on top of him, the health costs from his passive are removed, and the positive effects from his passive are doubled. All enemies nearby him are slowed by 30% because angry soul magic. A jazz/bebop track plays while this is active and is audible to all players, even while dead or on the other side of the map.

Lore: some kind of Zaunite businessman, was outed by jealous business rivals for being a goddamn demon, nobody really cared because it's Zaun, he figured he could make more money working for Zaun in the League of Legends than by sitting in his magnificent mansion, so he went for it

I suck at writing lore but that would probably be the gist of it, I swear to god Riot if you make him from the Shadow Isles I will go into a custom game and march Teemo right into towers for ten years straight
