Reverting him is the best course of action and then simply take some of the minor buffs he got from the rework back with him.
For starters, revert the way all of his abilities work except his Q. Being able to use his Q without fury/bloodlust does actually help his lane. And healing for 400 at rank 9 bloodlust pre-rework would be a little too good in the current setting, so we can leave his healing numbers at 300.
Also his removal of health costs on E/W should remain, this helped him significantly in trades in the lane, believe it or not.
With the return of his synergy on his 2 passives and his critical damage, then maintain his current Q healing mechanics he'd be a lot better off then he is now. not to mention they really stripped his early power when they reduced his AD/hp regen by a really large amount.
