Try changing the shortcut path. On your desktop, the Shortcut to the launcher name "Play League Of Legneds" might have a bugged path, look into that.
And as for the launching problem, I'll suggest something i saw on another thread, try cleaning your internet browser history, cause the client you see is some kind of webpage. You can clear it through your Control Panel
