USE EFFECT: Target champion cannot exceed their base movement speed for 8 seconds. (60 sec cd) 2100g. The particle can be a little hammer that baps them on the head.

Ruby crystal(180hp 475g), brutalizer(25ad, 10% cdr, 15% arp, 1337g)

Who would buy it?
Primarily bruisers, melee casters, ad assassins.

Why would I want this?
Trying to counter and trap slippery (self speed boosting) champions such as yi, gp, garen, kennen, sivir, warwick, talon, udyr, rumble, teemo and more. It could also nullify speed boosts given to the champion momentarily (such as shurelia’s or song or celerity or time warp).

I'd be very interested to seeing more use items, since they encourage more strategic gameplay than usual. Thoughts?

Yi: Immune to slows. This is a slow. Would be pointless.
GP: Removes CC with his W. Would be pointless.
Garen: Removes slows with his Q. This is a slow. Would be pointless.

Why not Halting Hammer?

Frozen Mallet already fills this role.

Totally not OP. Frozen Mallet is already doing this job without going onto insane overkill. While there should be a chance for you to catch up, they should also have a chance of escaping.
