In a court of law, if you bring a case that is clearly a waste of the judges time you can be punished for it. Why isn't this the case with tribunal?

In a way, it is punished. If a player reports falsely too many times, their reports lose credibility, and if excessive enough, eventually mean nothing.

On a similar note, I think that if I'm reading a chatlog and think the person in question is far better behaved than the people who reported him than I should be able to report that person as well.

False reports are fairly rare on Tribunal, in my experience.

Which creates compounding bias in the system causing further problems.

That observation is frightening from someone that judges in the Tribunal.

That all depends on what you actually consider a false report.

And then we hit on ANOTHER problem. Ambiguity in punishment systems.

If it frightens a troll, then I'm all for it.

No, it's not another problem.

A false report is not simply anyone report that gets pardoned. Pardoned reports can be true reports.

A report should be considered false only when no rules was broken whatsoever. If the person said "noob" just once, the report is justified but pardonable.

The main problem is the lack of post/pre chat which RIOT REALLY NEEDS TO GET ON ASAP. *pounds fist on the table*
