I have the same issue and it seems to happen every other patch or so. It really bugs me

I was having the same issue a few weeks ago. I noticed that the lag spikes did not occur during Dominion, only Summoner's Rift. (note- I did not try TT) I tried a few things: updated all drivers, uninstalled and reinstalled LoL, and tried 3 different computers. I then pulled out an old Netgear router and plugged it in instead of the Linksys I was using. I haven't had any issues since. Not caring enough to troubleshoot the Linksys router, I've left the Netgear plugged in.

I have serious doubts about this resolving other people's issues, but it would be interesting to see what the common denominator is. I ruled out different hardware and software configurations with my 3 computers so the only thing I could think of was the router. Either that, or the issue is on Riot's end.

This problem started for me about a week ago. I know I have slow internet, but I've played league for a year and have been fine. I can tell when it's someone slowing me down and random spikes based on no one being in my house when I spike... This happened awhile ago where 3/10 or so players a game would DC all game and Riot fixed it after A LOT of complaining. That was due to people with unstable ping (generally people in the load screen who didn't have a SOLID ping).

All I can say is, I don't use Virgin Media and I've been able to play before without this problem for over a year. This deserves response because loyal players are being shorthanded because of some problem that isn't the players fault. Please encourage anyone you know to comment or make a thread about this. This only answer is to complain enough for Riot to pay attention.

Tried pllaying today. Started custom game, "Attempting to recconect", bought skill, lost skill, "Atempting to recconect", said screw it quit out. Ping was 1000+, sometimes very rarely dropped to 500-600. My internet is crappy but I used to be able to play Lol just fine a few months ago.
