So, Frost Shot procs Tear of Goddess for every shot and even before the cool down... once upgraded to Manamune it works just fine.

Repro:
Play Ashe,
Get Tear
Toggle on Frost Shot
Fire away

Tear grants bonus mana for each "mana expenditure"

Frost shot costs mana on each shot

To expand on what someone else has said. Tear's Mana Charge passive has a 3 second cooldown, and is not simply "whenever mana is consumed" and contrary to this, Mana Charge has been known to ignore that cooldown rather often.

That's actually intentional. To a degree. It lets burst happy mages get there charges. But the cooldown is increased after like the third spell to compensate.
