Only problem is it offers little hope of the prisoners thinking about their deeds and possibly reforming.
instead theyll just play with people with similar attitudes, so they just get worse.

Makes sense. Other games have things similar to this. I also like how Dota2 puts leavers on low priority when they go into matchmaking, making it take forever to get a game for them, something like this for all those toxic players would be great.
