It boils down to a couple of things:
1. Just like real prison, putting bad people together encourages bad behaviour (because they now think bad behaviour is 'normal')
2. Negative reinforcement does not make people improve
3. Unlike real prison, prisoners can easily get out of LoL prison, so their toxic behavior is in no way contained.
The community should focus on reforming toxic players and banning the few truly bad ones, not encouraging their behaviour by letting them play each other.
Lyte's Honor system should help, but you can help too.
When you see a player raging at another player in-game, don't stay silent. Say something like "Hey, please stop getting mad at X. She made a mistake, we all sometimes do. Thanks <3"

Putting bad people together encourages bad behavior? If you don't act like an idiot you won't be put with idiots. Negative reinforcements does make people improve rofl, I mean who in their right minds wants no free week, no ranked, and half ip? Exactly how can they easily get out, it states nowhere in the op the amount of time you would spend, so you really don't know. And quite simply if they acted negatively again then they would simply be placed back inside.
And when you see someone raging at someone else, the reason is usually for feeding or such, and rather than intervene, your team mates join in....it's pretty sad, but true.
