The creator of Lux has said it is inspired by Marisa. Just like how her other skin is called Spell Thief.

And yet it looks nothing like a witch. So is it really so bad for us to ask for a proper black and white witch outfit as a skin for Lux?

You can ask but knowing Riot they will give Lux another Demacian military skin with awful splashart.

I think this years Halloween skins were already leaked. Lux isn't getting one.
