Back in the day she had utility, in the form of a simple snare, that could be executed in combat to stop a fleeing opponent.
She had higher base movespeed to chase down these opponents.
However.. fast forward to now, when the only viable AD carries have either game changing ultimates, or quick reliable escapes and gap closers. Though 90c net can.. kinda.. be used as a gap closer, but the cast time is long enough that it becomes pointless after a certain level of MS, leaving our favourite Sheriff unable to chase down fleeing AD carries.
Would restoring the set time on her traps leave her imbalanced? They were once a tool that could be used in combat, placed in front of a fleeing foe, who would have to zig zag, taking a well aimed shot from our eagle eyed hero, or would fall for the cupcakey trick, being snared and killed.
The activation time on her traps needs to come back, so Caitlyn can actually be an AD carry used to shut down or harass the hyper carries.
