When I tried to open a ticked, here is what I found in FAQ:

So yeah, it is just temporary for all those who wondered.
They announced it somewhere on the forums too, but this is for us lazy ppl.

In my opinion we should get a refund thingy again every month...cause I can see a bug, I used two refunds and my 3rd one disappeared >.>

Umm I had one refund token left and i wanted to refund my special forces gankplank and I bought it on 9/14/2012 and today is 10/31/2012 and it hasn't been 90 days yet! Please help!

Refund option will be back, you will refund your skin when they fix problems they are having with it.

just bought jayce with my last bit of RP and he got nurfed AND IS ON SALE, wanted to use one of my refunds to get him and lulu with the same RP (with the current sale) but guess now that the refund system is down I can't get either....
