brief introduction
Greetings gamers! I assume you are viewing this because you are concerned with your current ELO and intend on having it improved. Rest assured; this can be done very
easily and proficiently.
From my interactions with gamers in LoL, essentially all of them have expressed to me one or more of the following reasons as to why they wanted the boost done
to their accounts:

• They feel that they play at a higher ELO than they are currently placed, but the teammates at their current ELO are often too difficult to carry in most games,
resulting in a 50:50 Win/Loss ratio.
• They have dropped a considerable amount of ELO due to trolls and bad teammates and want to reclaim their former ELO so that they can further improve into
higher ELO brackets on their own.
• They want to play better quality ranked games and feel that if they are given a boost to avoid low ELO brackets entirely, they can freely thrive and gain ELO
more effectively based on their own skill level.

All of these issues players commonly face are legitimate, and I personally empathize with them. After all, the ELO system was originally designed to measure
individual skill levels for 1v1 play in chess, but Riot has implemented the same system in a 10 person team-oriented game, directly resulting in a lot of justifiably
frustrated players.

What I can personally offer you
I have been playing LoL for about 2.5 years now and am currently 2300 on my main account and high 2000s on my smurf account (I will add you to my
friends list on both accounts upon request). What confuses most players is that you have to play differently in lower ELO than you would in higher ELO.

In lower ELO, you must play extremely aggressive and punish every mistake your opponent will make, all while communicating to your team what needs to be done next;
conversely in higher ELO, you will play more passively, take less risks, and prepare for mid/late game teamfights.

What does this mean? It means that you might have been playing at a high ELO level this entire time, but are applying your playstyle to lower ELO brackets, and
thus not optimally carrying your way out of your current ELO bracket. Over the course of my LoL experience, I have come to observe and master the optimal
playstyle/level of aggression for every ELO bracket up to 2000 ELO and will use this knowledge to deliver you your desired ELO as fast and efficiently as possible.

What can you expect to pay?
I personally do not intend on overpricing this service since I enjoy playing and learning the game for fun’s sake. Also I have a lot of scholarships that are currently
paying for everything I need, so money is not really a concern for me at this time.
That being said, I have constructed a table of rates one can expect to pay for each ELO bracket, mainly to repay me for the time I will spend helping you out
(assuming each game to be 30 minutes, I will on average be making slightly less than minimum wage from each customer).

Please note that I will try to get all ELO jobs done in a timely manner and will let you know how long I estimate each job to take me before I begin. If for some reason I cannot
complete the job (this has not happened yet and will most likely not occur), then I will be more than happy to refund you full price!

I guess having a so-called pro carry you to higher ELO is certainly one 'strategy'. ;-)

It might go over slightly better to offer 'coaching services' instead of 'carrying services'. In Korea for example, tons of people had their own starcraft coach.

while I don't like people getting carried to high Elo, the OP does bring up the correct point in that high Elo playstyle will often net you losses at lower Elo.

Even if this is legitimate and not a scam, it's still something that would only be done by desperate bad players who can't focus on improving. It's been stated why elo hell doesn't truly exist, and I will not repeat that here.

Don't do this guys. Play better, improve, learn from your mistakes and earn the elo the REAL way.

I do agree with the OP on one point, and that is to play incredibly aggressive in lower ELO matches, and to make it a game of attrition. Make every mistake the enemy makes hurt.
But like the rest of you, I am suspicious of all of that.
Why not post a video or two of some of your games, dear sir?

If you're thinking about paying this guy, step back for a second and think. It might be attractive to think you're actually playing like a pro who's just been trolled down and can't get back up, but chances are, you actually play only slightly better or maybe even worse than the people at your ELO.
People tend to not notice their own mistakes, and notice others'. So, many of the games you think someone either trolled you down, fed, was unskilled, etc. may also be partially your fault(i.e. bad communication, not ganking/leashing properly, messing up ward placement, etc.)
The better, though much harder way, is to start up a smurf account and get to level 30. That way, when you play your first games(with more ELO swing attached), you have a shot at making it up to your actual ELO, if you get lucky.

people need to quit saying that the elo system is made for 1v1 situations.

riot didnt just copy/paste the elo system from chess. It has been heavily modified to be suited for team play.
