Every single jungler in the game can solo everything in the jungle. A leash just become something of common courtesy to speed up the jungling time for earlier ganks. Junglers have the most significance early game so the quicker they let top snowball or get the carry up by two kills the better.

People sometimes simply forget that they are supposed to leash. Just remind them. Every once in awhile you'll get an oddball that will rage at you, or on occasion (this is much more common) you'll get someone who just ignores what you're saying (they're afk, foreign, or just don't give a damn) and doesn't come or communicate or anything. Usually, though, people will scout the river bushes for invades and throw in an auto-attack.

The best leash is a dual leash - having the mid-lane "leash" the golem, and having the other lane (depending on your team color this is either bot or top lane) "hard leash" it after (essentially they beat it down to 1/2 health and then gtfo). This allows you to clear the jungle insanely fast, and allows you to gank early on two levels - one because your clear is faster, and two because your health is higher. They might miss a minion or two, but the early gank makes it well worth it. Do this for your jungler and they will love you.

Sometimes the hard leash is not the best option though, for instance if they are hard-countered in their lane, they need to reach level 2, 3 & 4 as fast as possible, and missing out on that early xp really cripples them.

The question isn't "Does your Jungler need a leash?" Shaco can solo Blue effectively, and is better off doing so, but he has no sustain or AoE which makes the rest of his route worse than other Junglers. This means that if you want to make your jungle Shaco awesome, watch where he is and leash Red for him when he gets to the end of his route.

The question is "How successful do you want your Jungle to be?" If your Jungler seems even mildly competent and could benefit from a leash, it is in your interest to help them.

Tip: Mid lane can leash blue and get to lane without missing a single last hit or experience point.

Tip: Leashing means your jungler is ready to gank earlier and he's ready to do so with a higher health pool (even if that higher health pool is only noticed in an extra potion in his inventory).

The only reason to not leash, particularly as a mid-lane champion, is if the jungler specifically asks you not to leash.

most junglers could get through jungle with no leash. but you want a jungler to get through the jungle fast and be ready to gank. so leash is a good call.

Every jungler needs a leash. Not all of them require the "SUPERMAN LEASH" but it helps a lot, specially when he wants to steal red from the other team

Amumu can solo blue, just build a health pot and health regen, after which you can also get wraiths, both wolves, and golems.
