Most champions damage scale off of AP.
They only get damage from buying AP.
when Ryze buys mana, which is considerabely cheap for his ratios, hes gets max mana and Damage.
He can build ridiculously tanky and still do AP carry damage, AoE at that.

The RoA, Frozen Heart, Banshee's build was OP in season 2 when resistances were strong and so many top-laners would buy WotA to help you be un-killable. It's still decent now, but it gets out-shined by spell pen.

Get RoA -> Seraph's -> Sorc Shoes -> Haunting Guise -> Abyssal then you do true damage (or even amplified damage) to anyone who gets hit by your E. His E has been so OP since they re-worked him a few months ago, and the new Seraph's item is great on him for the shield and all the damage.

Haunting Guise? What the **** are you smoking? You mean Void Staff. You don't upgrade something with a DoT on a person who kills the targets BEFORE the DoT can finish ticking.
