The top ones I think need new art (regardless of whether or not I play or like these champs, so it's unbiased) are nidalee, sion, mordekaiser, malphite, shen, garen, nasus, warwick, singed, cho'gath, master yi. It seems from the poll that a lot of people are voting mostly for champions that they play/champions that have been getting a lot of attention regarding reworks lately. However I believe the lowest quality splash arts are the ones listed above.
LOWEST quality: sion, malphite, nasus, warwick, cho'gath.

Nidalee because the cougar form walk literally keeps me from playing her.

Sion because he is generally accepted as being on the top of needing one the most.

Mordekaiser requires a Brazillian Football skin and slight touch-ups, then it will be God tier.
