E>W>E>Q>W>Q>R
Level your E first. When you're getting blue leashed wait until you start getting focused before you turn on your E. Next level your W, use it whenever you can while clearing jungle creeps. Next, level your E again. And at level 4, put a point into your Q. (This is when you start ganking, usually). From level 4 onward alternate between Q and W. Get R whenever you can and max E last.
Ganking
When ganking make sure you have stun. You can charge up by using E or W.
-Stun the target with your Q and follow up with W
-Stun the target with R and follow up with W - Q ( or Q - W - Q ::This is a lot harder, but better:: )
