Well AP rengar was just retarded, but they nerfed it and now he's just sorta an underpowered version of Kha'Zix lol

Well... it has been awhile since the last Rengar patch, so you're a little late on this.

I'd have to assume you just lost a lane or match vs Rengar though to be complaining about it lol.

I play a lot of Rengar right now and he is good yes, situational, VERY! If his ult is down he has a JUNK engage, can be kited to infinity and if he gets stunned he is toast due to no defensive CDs. Stay away from brush if he is jungling and counter pick him.
