how come whenever you do a matchmaking game you never get any summoners rift except for the normal one.... i like the change in scenery every once and awhile

Well to answer your question its not the winter season that's why....soon because its getting close to Halloween they should be updating it to the fall summoner's rift but who knows when they are going to do that
