Report =/= ban. As long as running exhaust is the reason he went afk and you're not harassing him, you won't get in trouble.

He will get banned for afk'ing and the community will be less one toxic player. It ruined your game, sure. I think the real problem is winning games with potential terrorists on your team. One loss is not a big deal.
