I've been trying to buy some rp for about an hour now but the game won't get past step 1: Select payment

i pick to pay with a card, then select the amount, and... nothing happens

edit: tried other forms of payment and still the same thing
is buying rp down or something?

Im still waiting for my ip from like 3 days ago :/ hope i get if before the bundle and the limited skins go away.
