Why can't we customize more things in custom games? Why can't we customize allowed items or starting gold or bans (if draft)? If any of these ideas won't work could a rioter please tell me why?

I have argued for this a few times. Things like starting level, starting gold, or allowing multiples of a single champ on a team could provide hours of fun!!!
Allowing ALL in game items to be available on any given map. Disabling Ults for a whole game to see who's best without it.
I can think of a dozen silly ways to have fun with options like these!
Can you imagine 10 Zileans fighting over the proving grounds? LOL!

Why aren't custom games actually customizable?
