not make any verbal abuse in game acceptable, or something people should just brush off.
When player A mocks another player for doing poorly, and player b reacts by reporting, player A has
no right to use the excuse '
it's just a game, calm down!' because at that point, player B is not just upset with losing, but also because they have to deal with player A's shenanigans. He shouldn't have to.

Say or do something in game, and maybe someone else may be offended by it, yes, but when the
majority of people find find what you said or did offensive, that's when said conduct is deemed to be toxic and punishable by Tribunal and/or Riot.
