I like it! You're basically paying a 400g premium over Zhonya's for the 25% AP buff, which seems reasonable. There's big gold gaps (1600 for the rod, 1400 for the combine), but it's a very strong item so I can forgive that.

I could see Grail -> Void Staff -> Mooglet's being a good well rounded build for a lot of mages.

Now I'd say we need an improved WotA and maybe a reduced-stack RoA, and caster itemisation on Dom will be looking quite decent.

Zhonya got changed to 2.5 seconds from 2 about two patches back. So there is no disparity.

This + kassadin buff will surely make him more fun to play against in dominion.

Hey dudes, just because Wooglet's lost its movement speed doesn't mean Dom won't get a MS AP item in the future.
