In Fate's lore, it says Dr. Xavier Rath gave him the choice of controlling magic. In Graves's, Dr. Priggs did. Help?

You're incorrect.

In Graves's Lore, Priggs told Fate he KNEW a guy that could give him the magic power. That guy being Rath.
