It was Riot that taught people how to manipulate these files in the first place. Its the only mods that they actually expect or allow. These programs are just big, shiny batch programs to do a bunch of stuff for you automatically.
I don't think Riot cares enough about this particular nuance to commit any resources toward adding it. It certainly wouldn't make them more money if they did.
