If anything, shadows are begotten of the light. In the darkness, there is no such thing as a shadow - which would render his living shadow useless. But out in broad daylight? He's likely to have a very clearly defined shadow, which I think would translate into a much more effective clone. So, yes - he can use his powers out in the light
